How the SdI clearance model works

Italy has run mandatory clearance e-invoicing since 2019 — the most mature system in the EU. Every domestic B2B and B2C invoice is issued as FatturaPA XML and submitted to Sistema di Interscambio (SdI), the tax authority's exchange platform. SdI validates the file, registers it, and only then is the invoice considered legally issued; it forwards the document to the buyer's registered channel (PEC address or a codice destinatario routing code).

Because the state platform sits in the delivery path, there is no ambiguity about whether an invoice was issued, delivered, or accepted — the platform's receipts are the legal record. For businesses used to emailing PDFs this feels like a big change; for Italian operators it is simply how invoicing works, and it is the model France and Poland are now moving toward.

What non-Italian businesses need to know

Foreign companies without an Italian establishment are generally outside the FatturaPA obligation for invoices to Italian customers, but the ecosystem still shapes expectations: Italian buyers are used to structured XML, PEC delivery, and codice-destinatario addressing. Providing clean structured data alongside your normal invoice reduces friction and payment delays with Italian counterparties.

If you do have an Italian VAT registration or fixed establishment, the obligation applies to your domestic flows and you will need SdI connectivity — usually via accounting software or a service provider. Cross-border sales by Italian-resident companies are reported through the esterometro data transmission, which in recent years has been folded into the same SdI pipeline rather than a separate filing.

Lessons the SdI model offers the rest of the EU

Italy's experience is the preview for countries adopting clearance: data quality becomes a legal requirement, not a nice-to-have, because the platform rejects malformed invoices before they exist legally. Master data hygiene — correct tax identifiers, address structure, payment terms — moves from an accounting nicety to the thing that determines whether you get paid on time.

The second lesson is that clearance platforms change where validation lives. With SdI there is no "invoice was wrong but we sorted it later" — the rejection is immediate and visible.
